Rhode Islanders are freezing on our streets, and we cannot address this alone.” The resolution calls for increased investment in both short-term solutions, such as emergency shelters, and long-term strategies to tackle systemic issues contributing to homelessness.

Despite these efforts, challenges persist. Emergency shelter beds remain in short supply, and existing facilities often face health and safety concerns. For example, the Elmwood Community Center had to close programs due to serious health and safety issues, including asbestos and structural damage. Such closures further limit available resources for the unhoused population.
